I don't think so, there is no way IOC would support three olympics in a row in the same region, and merely 6 years after the Tokyo Olympics.

IOC might do. There are Summer Olympics in row in same regions.

If Tokyo Olympic is successful, IOC will. choose Sapporo.

"It's ready to go," Takeda told AFP in an interview. "We would use all the facilities from the (1972) Sapporo Olympics. The sliding courses for bobsleigh and luge no longer exist, but we would use the Nagano tracks."
Yeah, we've heard the "compact, economic Games" pitch before from Japan, with it still exceeding the proposed amount by how many billions? The minute Sapporo got the nod, they'd suddenly "need to tear down old structures after all for new ones," and suddenly "not be able to use the luge track in Nagano, shouganai, and have to build a new one", etc. etc.
