The sample size is too small to be conclusive.
A Nikkei's survey, conducted at the same time, was more comprehensive with 2,213 respondents (out of 4,878 firms). The findings is contradictory to Kyodo's.

Compared with Kyodo's I find this inquiry more thorough and reliable. While some most affected industries are planning a reduced intake of new graduates, booming and resilient businesses are active in hiring more.
