Japan continues to defy basic economics. If there are more job openings than applicants, companies should be raising salaries and benefits (or taking other steps to improve work-life balance) to compete for talent. But nothing ever changes, so Japanese workers continue to have a choice of only low-paying/long hour jobs. It's almost as if it is a national corporate collusion, where all the companies engage in anti-competitive practices ("we won't raise our workers' salaries if you don't raise your workers' salaries.") No wonder so many talented Japanese workers wind up working in the USA or Europe.
