What does Japan refer to? Is the sole importer of wheat the Japanese government or JA? Don't large millers import wheat themselves?

Well, we read here that Japanese peoples are eating less Rice, and as such switching to Breads - so I guess, the J. Govt. is realizing this now by Taxing the Bread making materials more.... really Basic stuff of Politics I guess.
Oh, and I wouldn't be surprised if some anti-foreigner Politician, lays the blame upon us, for this predicament.
