Recently Japan tried to put high target in many aspect but missed that target by significant amount.

Also really interested to see accountability of this fund.

Japan always "pledges" to do something. Actualizing is another whole different ball game; seen it too many times to believe anything coming out of Nagata-cho.

The Corporate Survey showed half of the firms in the poll expected to be able to reduce carbon dioxide emissions by up to 10% over the next decade, while two in five said they could cut emissions by up to 30% in that time-frame.

Carbon neutral by 2050 is complete transformation, probably fantasy or just very creative accounting, but the easiest-to-cut 10% in ten years isn't much. Better vehicles, more online meetings, more work from home, a bit of insulation, etc. It's even less if turning some nuke plants back on gets you 4.3%.

All the people in government today will be dead by 2050. So they can promise / pledge / commit anything without having to deliver on it.

Chinese President Xi Jinping has pledged to make his country "carbon neutral" by 2060.

There is the fantastic CCP leadership for you.
