Maybe it's just me, but I am not really understanding this article.
Store employees are making unauthorized orders to meet sales quotas? Why would they care about sales quotas? They are just part time hired help.
And what sales quotas? How do you push things people simply don't want to buy? I mean really, how many of us want cola mins or tunat bread with corn?
Here's a thought, for example. The onigiri shelf, stop stocking it with the garbage flavors no one eats and stock more on the stuff people like! then sales won't be hurting. Get rid of that brown slimy trash already! Bring on more sausages and kim chee fried rice!

These weren’t store employees, but rather employees from head office directly employed by 7-11 and not the owners of the individual franchised stores. The sales in question were between 7-11 corporation and the individual store owners.

Franchise store owners should an masse just drop their 7-11 brand name and form their own co-op. Only benefit really is the name. They don't get paid by corporate HQ, corporate HQ doesn't pay each store's employees, yet corporate HQ demands this and that. It's a capitalist leech - it does nothing, but leeches off workers, managers, and franchise owners by charging fees for use of its name.

I've had this, pretty typical for a Japanese manager to try and massage figures to make things look better. I remember once I was teaching at a high school on dispatch and a kid just slept through class then failed the exam. A manager from the dispatch company came to go over the scores for the term and said the school was surprised that the student's score was so low as 'he was the head of the 生徒会'. I told him he'd failed because he hadn't done anything in class, ever, so he didn't understand the test, but the guy knowingly grinned and said "Are you sure it's that score?" and I knew what was going on so I said "Look, what do you want? Why don't you just do it yourself?!" Another teacher changed the score.
This is how you end up with messes like Takata's airbags and Kobe Steel, people bending and breaking rules to give the appearance that everything is going well...
