Even the Chinese, yes Chinese in the CCP China!!
They have actual competence in the private sector that functions with minimal bureaucracy - China's private sector has deeply married with the state-owned enterprises nowadays. There are CCP committees everywhere but they don't slow down the well-oiled economic machine of China. They support the private enterprises to do anything to crush any foreign opposition in any market. For years, the Chinese used this tactic to utterly crush Japan out of the manufacturing sectors.
Simply, Chinese know how to get everything done quickly and qualified. Japanese does the opposite with their different model of inefficient bureaucracy.

Hopefully this will benefit the employees who grind away every day while the senior oyajis do very little and spend much of their time on smoke breaks.
That said, its nice to see Japan abandon out dated centuries old practices. Still waiting for the government to recognize shared custody. Now theres an old tradition that needs to be thrown away.

Amazing isn't it, for a "job description" to be an innovation.
The next innovation has to be recognizing job experience and skills acquired at other firms, and paying a starting salary commensurate with them.

To your point, @JeffLee, my city hall has improved in leaps and bounds, as long as the system is obeyed.
The banks, carriers and so many other areas of business are effectively cartels. Emptorphobia is the rule of the day, price fixing (though 'illegal') is the norm, and similar yokonarabi applies to service levels and the rest of UX journey. The Japanese consumer needs protections with teeth, that business will fear, or nothing will change, and the same businesses will die.

I don't find that at all. Last week, I made an application for an enhancement to my pension at my city office and I was in and out in 20 minutes. When I've acquired tax statements and docs in the past, it always take around the same amount of time.
What takes ages is my bank, MUFG, and former carrier, Softbank. 2 to 3 hours to do a procedure isn't unusual at those godforsaken places. The private sector is what needs merit pay or some kind of financial incentives for productivity.

With the rampant bullying at companies, bosses are being given more ammunition to use their personel assessing powers to bully even more.

If government employees at the different Ministries and city offices also got merit based pay, then the income for most of them would be zero.

WARNING!!! Merit-based pay means they can pay you whatever they like and get away with it. It's extremely unlikely they are going to be generous about it.
