The plant has been destroyed by globalisation. With lower tariffs it is now cheaper to import foreign cars than to make them in Australia. The winners are the Japanese and Koreans working for Toyota etc. The losers are the Australian workers.
In a free market the Australians would be able to increase their food exports to Japan to compensate for increased car imports. But, alas, Japan imposes massive tariffs on food imports so the Australians lose again.
