It's simple. Do NOT respond after work hours are finished.

It is unfortunate but at least in Japan there are more urgent problems that would need to be solved first, like proper paternal care leave or real limitations of overwork hours, only then it would make sense to expect something done about the right to disconnect.

There is so much fake work here but it is part of the culture to look busy.

I can walk at a slow pace and someone doing a one step two step fast shuffle in slippers cannot keep up with me, even if I stop and check my phone.
