It is not clear that Biden will be President as article states.

With European countries and now Japan moving towards eliminating internal combustion engines entirely in transportation the US auto makers need to update their technologies very quickly or get buried. Arguing about fleet mileage is the least of their worries. If they don't have marketable electric cars in the near future they have no future in auto making.

I know that exact stretch of the northbound Hollywood Freeway in the photo above. I was born in a hospital to the immediate right of the where the photographer was standing in a former hospital now called the Dream Center Foundation.
