No. Spare everyone a lot of death and destruction. Tax capital gains as any other form of earned income and raise the marginal tax rate for incomes above $1 million to 90% or higher. That tax rate will deter firms from paying execs more than $1 million a year, and taxing capital gains as earned income will eliminate any advantage from paying execs with stock or stock options. This way when they sell the stock, it is taxed as regular income and therefore is of no advantage to them. They might not even be able to sell if it bumps their total income for a year above the $1 million threshold where the highest tax rate applies. Those two changes would end a lot of the current games. It would also take some of the current focus on stock price away.
