Then they'd have to ship them to the US. This way they're built in the region they'll be used/sold.

Again, the article fails to mention where the factories will get their battery metals. There are very few aluminum, nickel, graphite, and lithium mines in North America.

Au contraire. There is a near gold rush scramble to mine lithium from geothermal brines at the several geothermal power plants adjacent to the Salton Sea in extreme southeastern California's Imperial Valley. It turns out the economics are favorable and there is apparently an abundance of the mineral in the hot brine used to generate power at these plants.
