The government are doing their bit, restricting security staff, which limits the number of people who are allowed to fly, and reduces emissions. The airlines then get the blame. If the government just banned people from flying, they would take the flak. This is an effective technique for reducing emissions. Closed borders didn't stop Covid variants from spreading, but it took down the tourist sector, lots of airlines and reduced flying. Chip shortages for specific sectors are limiting vehicle sales. It can backfire, but governments are getting better at finding weak spots that can quietly pull the rug from under a sector and reduce emissions, without becoming unpopular. Shutting out migrant workers both wins votes and suppresses business across the board - that is probably a high point for governments. Unfortunately, the big one, energy prices, is not working so well. The voting public is supposed to blame Putin, but inflation means higher prices for ordinary folk and they expect government support to reduce the impact. It will reduce energy use and can be financed by state borrowing, but inflation will lose votes, which will make regimes nervous.
