That's what you get when the government consists of people who haven't a clue about basic economics and have no experience of life in the real world. Totally agree with ironsword and Goodlucktoyou above.

There are people struggling to survive on ¥100,000 a month in some parts of Japan, while at the other end of the scale, the priviledged few are fiddling their taxes.

Pessimistic people are running these companies. Everywhere else, things are ticking along nicely. I bet they have not consudered the big economic boost of the Japan led TPP next year.

If the government is not going to mandate increases in the minimum wage at the very least, rather than ask nicely and getting nowhere, then I can't understand why Japanese opposition parties don't use the lack of wage growth as a driving force in a populist style campaign.

In other democracies, opposition parties would spotted and utilized that ammunition a long time ago. It should be a central issue during electioneering and campaigning.

Opposition Parties are ex LDP members, who hold their positions because the LDP don't run against them. So don't expect much fire and fury from them. How many years now has this been going on, Business say they are unsure about the future, are concerned about the future, the union "agree". Workers bow and accept the "word" if they take a pay freeze or reduction all will be employed, ask for more and job reductions and extra work? In the not to distant future the company's might agree to an extra day off to stuff straw into the walls because can't afford heating. And workers will be thankful appreciate that day off.. At the same time companies make record profits. What a weird mind set.

"We predict a lot of certainty in the year ahead." The corporates will never, ever say that. It's not in their interest to say that for a variety of self-serving reasons.

How do you keep an economy puttering away with an unambitious , listless and weak minded workforce beaten into tired submission? It’s actually quite impressive when you step back and look at it! People generally are disinterested in their own personal potential, so why would they suddenly become interested in pushing the bar higher at work? Where does the drive come from? Leadership?
