More lip service. So far 2 most common reasons of why women stop working or deliberately shorten their working hours are: child care and tax brackets. Together with the notion that staying late=working hard, I don't see how they'll have more female execs if nothing changes.
My husband and I work fulltime although our net income would be higher if I work part time and he declare me as his dependent. I also have a female colleague who carefully keeps tab on her working hours so that she doesn't exceed the income bracket for dependents...she said she wants to work longer and earn more but its impossible due to present tax rules.

This is the wrong ratio to look at in my opinion, better to look at ratio for new hires(or first few years) & for the lowest rung of management. See how the M\F ratio looks & then set some goals & let things work organically......

We all know Japan loves to boast about goals that will never be reached.
They now have 10 years to claim their goal is something gold.

Setting a goal is different from actually doing it. Based on the timeline, that is a long time to wait for that to happen, IF it does happen. It will most likely be forgotten, especially towards the end. 30% is still a small number of female executives.

what about that in top management will be people who are actually capable of doing job not only old folks who somewhat survived in company long enough to get promoted.

Why does it have to be a goal? It’s the same for the diet. If a person has the skills and experience to take on an executive or political role, gender should not be a part of the equation. Think about how many countries have (or have had) female PMs. Could you ever see a female PM in Japan? (Rhetorical question)

Setting a quota is bound to fail. But merit-based promotions would be a driving force for women to fill positions of power.

More chances for women would be great but this is nonsensical PR.
Goals with no plans for achievement and no accountability are worse than useless. They are worse because they are ultimately just lies and create a prevailing culture of lying.

Former Prime Minister Abe promoted two women to higher positions in the government.
Both of them quit within the first year of employment.
You can try to promote more women in higher positions, but they also have a say in the decision.
