Foreigners that you looking for, most likely will be bilingual, those people will go to bigger famous company not small one.
There are steps need to be taken to setup business in Japan, you need to speak local language or have staffs that can speak local language to handle your matters. Those 6 universities even placement offices couldn't talk in English doesn't mean they don't have bilingual students that you can recruit. Once you can establish contact through Japanese language and culture you might be able to recruit those billingual students.
That's simply you contact wrong people, in the wrong way.
Do you offer any good bargain to them? Are you from big famous company or promising venture company that can impress them when you explain your company? If not their response expect that kind of response.
So many companies competing for talent why you expect people lining up for your company?
Others companies will say nice things about their work environment.

I know a lot of foreign students who are graduating from Japanese university this year. Usually the split is about 50/50 between those starting work at a company and those going on to grad school. This year a much higher proportion seems to be going to grad school because the job situation is so bad. I really hope things pick up for next year's grads.

It all stems from discrimination. How could a group of men who can't deal with a female superior of their own nationality deal with a foreign superior - god forbid, a women superior.
In America, they vote for trump and they shoot blacks in the back.

it was hard to find proper easy jobs for foreingers in the past anyway,it is still now.
it will be harder to find jobs for foreingers.Priority is for japanese people as always.
Japan is taking care of its own first. Every country is doing the same thing.

Being here for many years and on a social level, many Japanese people treat me probably better than a native.
However, Japanese institutions certainly do not.
For them, foreigners are seen as exceptions to the rule that require more time and resources to handle.
Foreigners have less rights than a Japanese, and as a consequence are able to be more easily deceived.
I have seen examples of this with the police and private companies here.

My experience as an owner of companies in Japan is different. I am looking for a young staffer, Japanese or foreign with good Japanese language ability and i offer fair remuneration and working conditions. Also i contacted myself 6 universities ( non spoke English !! Universities ! ) the placement offices , the student support department found it funny i called them and could not care less. I also called student organisations who never returned call or emails and i contacted charities saying i would like to offer support, no replies.
finally i called 3 students who found a job and asked if they could introduce friends or contacts as i offered a job. But they could not care a bit either with answers as “ i have a job and i know no one “.
for the jokers among you, the job is certainly better paid than average, is working in sports marketing and the working conditions respectful and interesting.

It's not only international students, it's international professionals as well.
As a 20 year experienced American professional living and working in Japan ~ the Japanese system takes care of Japanese professionals first.
Understood, this is Japan. However in the long run, this system will hurt Japan domestically and globally as well.
There are so many layers of backlash that the Japanese Government does not understand is coming due to this obvious treatment of international professionals.

Good luck to them. Some things disrupted by Covid-19 can be put off for a year or so, but others like this can have lasting consequences. Japan Inc. likes them fresh out of college and wet behind the ears.

This has made japan always less popular for skilled workers/students.
this was the same before pandemic as well.
