I am no supporter of MMC and what they have done but under what authority do ministry officials get to raid private property? Shouldn't the police be involved? Has any law actually been broken here? Is there even a penalty? If not then these ministry officials have some weird authority that we should be informed of.

What I'm sceptical of is that the regulators are barking up the wrong tree (HQ? seriously?) too late (as usual) and have no teeth.

Well, SenseNotSoCommon, if you take care to read my comment you can see that what I am questioning is the authority of bureaucrats to raid them. If there is a crime committed then the legitimate authorities are surely the police, as I pointed out. The wider question is just exactly who has authority to raid private property and on what grounds, especially when it seems no law has actually been broken and nor is there any penalty prescribed in law. My suspicion is that they have transgressed the dreaded "administrative guidance", which works as a parallel justice system outside the formal justice system, and is almost totally at the discretion of bureaucrats. This needs to be exposed and presented to the people as the reality, then people such as yourself can approve of it in an informed manner. Since I have seen so many companies apparently punished for wrongdoing by simply handing over papers to a stern-looking bureaucrat and bowing while no formal charges have been laid, I am, perhaps like you, probably convinced it is a charade too. But it would be nice to know the authority these bureaucrats and their rules actually have.

Why did Nissan not notice earlier? they conducted their own test and sold the Mitsubishi manufactured cars for years already.

I don't pretend to be an expert, but know that European companies at least run the risk of dawn raids by their national regulators when suspected of being in breach of certain legislation. These government personnel are accepted as the competent authority, with no requirement for police involvement.
Given MMC's relationship with MHI, the nation's main armer, and the former's status as sole jeep supplier to the self defence forces, there may also be a political element in a country wishing to afford its military a more prominent global role whilst developing an export-focused military-industrial complex.

Mitsubshi needs Research and Development of new models and is behind in newer car technology. Nissan needs better headway into Asian markets. Together they can work on better reliability and technology of their cars.
As a Japanese company you can be "raided" by the Gov at anytime for any reason. Many reasons for the Gov to raid MMC at this time especially if they are trying to find out how much MMC lied (or told truth) to them about mileage claims and possible reimbursement to consumers. A good story for the media sellers also.
