By 2030? Australian cities are already onto it with cycleways, modern trams, park and ride connections and car pooling services. I guess they are talking about Japanese cities that have very little of these innovations.

Private car journeys currently represent just over half of all trips made in major cities,

In the megacities in Japan, Tokyo, Osaka, Yokohama, and Nagoya, it'll be way lower than that. The public transport in them is excellent.

It'll be higher in provincial cities, but still below half thanks to kids walking to school. In inaka it is way over 50%.
