Most of them are here for only two years and locked into study or work programs, so probably not.

I agree with your premise, but not necessarily the conclusion. The large majority of westerners are here only two years as well, and often locked into contracts that don't allow them to do other work. But even with that, there are those with the entrepreneurial spirit to find a way to go independent. Vietnamese people often have a very entrepreneurial spirit.

I wonder if we will see more Vietnamese Restaurants springing up

Most of them are here for only two years and locked into study or work programs, so probably not. Japan really doesn't want anyone coming and staying here in significant numbers. They want modern "romusha." Some things never change.

Why not say ''expats'' instead? Oh right, i forgot, that's reserved to White nobleman only.

While in Hong Kong, I stayed in an area popular with "Korean expats." In Bangkok, I know a street of bars catering to "Japanese expats." Expats can be any race.

I wonder if we will see more Vietnamese Restaurants springing up as a consequence, perhaps taking a bite out of the plethora of Chinese Restaurants that we see everywhere, and adding to some Cultural Cuisine competition for the benefit of our palets ?

I don't like the term ''laborer''. It has a negative connotation. Why not say ''expats'' instead? Oh right, i forgot, that's reserved to White nobleman only.

agreed. You dont see many people from Europe as well because they are seen perhaps as being unsubmissive and not docile

That's because Japanese officials deem them as racially and socially fairly close to Japan, and not burdened with religious or other taboos that would put them at odds with Japanese society, like those pertaining to alcohol and pork.
