There already exist Japanese unilateral sanctions....more broad than UN ones. If the Japanese can't obey their own rules, that would be extraordinary. Maybe this is just fake drama.

I would have thought that Japan banks were not allowed to have any dealings with N. Korea... wonder if the US knows about this ?
