There is an easy answer to this question....Abe! He spends everyone else's money like there is no tomorrow.

Besides him....the answer is obvious.

Abe seems to be the only big spender, but unfortunately he is not using his own money and it is most definitely not being spent in country. So sad. What a pathetic little man.
