following the discovery of unapproved genetically modified (GMO) wheat

This probably just means that in this case the GMO was not approved. Once approved the product would be allowed up to the threshold of 5% GMO, which Japan enforces. The testing method, now having been established, will account for this 5%. And "proven negative" probably does not mean zero since Japan does not have zero tolerance for GMOs, contrary to widespread belief. Hopefully someone can prove me wrong though.
