Wait where's the money for promoting birth rate, even expensive defense initiatives still need soldiers which come from young people right?

You need a place to live (and live in freedom) before being able to give births.

Defence protects a place so that people can live.

More 'strike' capability will deter NK & China especially.

One must remember that since Ukraine Russian proxy war, both China and NK have received historical amounts of new weapons capabilities, especially missile and rocket technologies from Russia for their "proxy' support.

It's this weapons proliferation to NK and China due to Ukraine war catalyst creating Japanese defense spending urgency, historic budget increases. Sad but necessary, an insurance policy you never want to use!
