New car sales of ICE vehicles will be phased out from 2030 onwards, but there will be millions of older vehicles on the roads for years to come.
Will we still get tax breaks even if we buy a secondhand car eco-friendly car, I wonder?

I wonder which of the new cars sold are not eco-cars then. As a matter of interest, do foreign makes qualify? Is it a stupid question?

Such tax cuts should be eliminated. Japan is broke and cannot afford them.

This doesn't help to motivate Japanese automakers from switching to EVs.
Remember, hybrids are banned in EU countries and US states going 100% Zero Emission by 2035.

Nothing. Japanese consumers are deeply mistrustful of Chinese and Korean brands and won't touch them.
The problem for Japanese automakers isn't Japan, but the US CARB states and EU, where Japanese brand automobiles are likely to go extinct after ICE ban in 2035, Japanese auto brands at that point follow the footsteps of Japanese electronics brands.
