Employers will be cautious hiring people back because there is uncertainty in the future. It will be tough for anyone who wasn't able to plan ahead and have savings to live on for 18 months or more.

If I was a worker at a semi-opened company, I'd try to negotiate 50% work or 25% work, just to get back and get SOME income in. Small employers will probably try hard to stay under 50 employees to avoid Obama mandates for employee benefits too. Try to be the 45th employee back, not the 50th.

Everything is negotiable. Call in and show a willingness to help out. Don't wait for them to call you.

The media is running negative stories like this to push back against the strong employment numbers that were released a few days ago and show that President Trump’s economy is recovering rapidly.

Or maybe they are running stories like this because this is the actual situation?

Job losses to date in the US: 40 million

Jobs regained in the last month: 2.5 million

In other words, 94% of the people who lost their jobs are still unemployed. Its idiotic to pretend that the unemployment situation has rebounded back to normal at this point. Hopefully it does back to something resembling normal soon, but right now this is the reality.
