If the insurance companies wont cover, businesses should just drop all insurance. Insurers will watch the economic loss then. If insurance is mandatory, then govt needs to either force total coverage or provide their own.

Of course most insurance companies won't cover epidemic and pandemic outbreaks. Because when something like that happens, it affects every single company that does business with a specific region. I don't think any insurance company can afford such a payout
