Needing to strengthen the fuselage sounds like a pretty serious problem to this layman. It's like saying we cannot guarantee the structural integrity of the aircraft. Perhaps MHI need to answer some serious questions. They have been afforded every assistance after all.

Buffing up the fuselage happens all the time these days with digital mock-ups simulations.
I cannot recall any new airliner that was placed on to the market on time recently.

Nearly every Boeing jet was delayed starting with the 707 because they were creating new and untested technologies. The 777 was the most delayed because of the new technology and the outsourced style of construction.

Any new plane will have teething problems - some issues just can't be simulated in computers but can only pop up when the plane actually takes to the air for some time.
