Perhaps the problem is that car manufacturers can't meet the requirements by the officials who sit behind desks dreaming up pollution and mileage targets which are difficult to meet.

The levels of death and disease now being revealed in the data on air pollution in cities, its impact on the long term health of residents, especially children and its serious developmental impact for them, not to mention the huge economic impacts of all this means no democratic government (or in the case of China even a non democratic government) can ignore this.

What it boils down to is greedy execs simply accepted that they would kill people for profit.
