Maybe it's waiting for Trump's impeachment and departure, anticipating a return to normal shortly thereafter.

That would be smart thinking, as it's a viable possibility. I would imagine Mueller must be fairly deep into his investigation. If it were to turn out that Trump got impeached, then likely this issue would go away. As much as Pence is a homophobic bigot, he's not as moronic as Trump.
