Toyota asks parts suppliers to reduce carbon emissions

Automotive OEMs actually "make" vanishingly little of the cars that they sell. Almost everything is made by outside suppliers, and then assembled at the factory. [Tesla is the exception to this rule.]

So it would make sense for Toyota to push this point to suppliers. Everybody wants Toyota business because it's stable with large volumes, so they'll do what it takes to get the contract.
