Yeah, a real sign of a "healthy" economy hidden at the end of the article.

Good to see. One of the reasons I came here 10 years ago was the low unemployment rate. Very easy to get a job if you have an even halfway suitable skillset and work at applying to positions for a month or two.
Don't recommend going through recruiting agencies here. Most generally don't know what they're doing - definitely not worth the commissions they charge.

Covid recovery? Yes, of course it contribute but don't rule out that Japan currently only has less working people, it's the number already show decline from 2015 compared to 2020, also projection to 2025 and 2030.

So less people, less unemployment, not because Japanese economy is doing great.
Companies that go through agencies, they already know how difficult in finding good talent. If they go extra effort to pay those agencies, more likely those agencies provide information to companies, the range of salaries that make sense for candidate of the talent they looking for.
Many companies in Japan recently need to replace people but those position remain vacant since they think that talented candidate are willing to accept any salary, which is not true. They need to pay attractive enough to secure right talent.
