Quality could be on par with China's going by the multiple falsification scandals coming from Japan.

Hell no, Japan would wish to be as good as China now. Chinese steel dominates most of the world's market, and its quality is extremely good in recent years. This is largely due to China's access to good ores and materials.

Japan's access is extremely limited due to financial constraints and poor budgets. Japan is good at creative accounting now.
