Of course Okada paid money to grease the wheels in the Philippines. Just as Wynn did in Macau and Las Vegas, and those interested in Japan will do. This is how international big business gets done. Do you think it's simply a bunch of nice, honorable men sitting at a table signing straightforward contracts? Think again.
