A 16-year-old female high student has been arrested for extorting a man she met while engaging in papakatsu — the practice of a sugar daddy paying young girls in exchange for having dinner and dates.
The minor, who is a first-year high school student in Oki, Fukuoka Prefecture, is accused of extorting the 29-year-old man out of 40,000 yen in cash on Jan 8, Fuji TV reported.
According to police, the two became acquainted over a dating app with the mutual intention to form a papakatsu relationship. At the time of their encounter, they were accompanied by the girl’s friend and ate together at a restaurant in Kurume City. There, she picked a fight with him by claiming he took a non-consensual photo up her skirt under the table. She told the man she would be quiet for 40,000 yen, which he paid her.
Following the initial payment of 40,000 yen, the 16-year-old demanded in a message that he pay another 150,000 yen if he wished to settle the matter out of court, but he refused.
Police quoted the girl as saying, “I planned to just have a papakatsu relationship with him, but when he took a photo up my skirt at the restaurant, I decided to make him pay.”

@zatoizgoodo, why should the men always be arrested and prosecuted ? she instigated it! she down loaded the app, she planned to have the Papakatsu relationship, she tried to black mail him, she picked the fight, sorry but this is 50/50 she should be had up for black mail and extortion charges! I think you find she knew what she was getting into, these girls are not stupid, as for the upstart photo, check his phone! did she allow it to happen? if so this in the west could be classed as entrapment. I don't have any sympathy for her, as for the man, well another stupid individual

There are multiple issues here being conflated.
First, it doesn’t not sound from the article that any sexual contact took place, so I’m not sure what the man could be charged with.
Second, the girl is being charged with extortion, not with prostitution.
Finally, if it had been prostitution, the man would be the one charged, not the girl.

That 29 year old man is innocent. Nothing illegal about him dating a 16 year old girl. She knew what she was doing. She probably said she was older anyway. The girl is the guilty one for extorting cash.

What is unclear, is if he actually took the picture, or whether he simply paid the initial demand to get out of the immediate scene. If he hadn't taken the picture he really should not have paid, but rather called the police. But then he would need to explain... rather stupid man.
She will learn from this and improve her technique…

This is a strange story. I read on a Japanese news site that the guy took photos up the skirts of both girls under the table. What did he do? Drop his fork on the floor and snap photos while he was looking for it?
But what I don't get is: If he took the photos, then who called the police and why? Was it the girl, angry because she couldn't the extra 150,000 yen?
If he didn't take the photos, then why did he pay the girl 40,000 yen?

Just dinner together so far an innocent gathering of people who met online, yeah their is an age difference
and in all honesty they never should have met. No mention of any pictures found on his cell phone so that's probably why she was arrested for extortion and he was not arrested. Hope he learns from this situation he put himself in. .

And it's all too easy to think that he was invited to do so. Not much information, but I get the feeling no one was seriously harmed in the incident, and perhaps all parties will come out a little wiser.

Zatoizugoodo, firstly you have to consider the cultural norm of the society you are in, and my perception is that Japan takes as a rule a very different view to that taken by the society that I live in. For me to decide this is wrong could be viewed as cultural imperialism, no matter how much I agree with th view taken in my culture (I am a product of that culture). Secondly it is about culpability in the particular offence, if he took the photo, and there is no objective evidence adduced to prove that he did other than a statement made in prosecution of blackmail, and if that photo was not consensual (again no evidence either way) then he may be liable to prosecution, which in no way negates the criminality of blackmail and attempted blackmail. If he took no photo then it is just blatant extortion.

That girl doesn’t know what she’s doing yet and I bet you didn’t at that age either! That many of you here support the man is pretty disconcerting. So you’re ok with a man dating a 16 year old?! I agree with Do The Hustle. I guess you've never heard of 'case by case judgement'. Yesterday's case was a teenager selling herself for sex. This case is a young girl being exploited by some dirty old man who likes to entertain teenage girls. They are quite different.
