A 19-year-old youth in Ichikawa, Chiba Prefecture, has been arrested on suspicion of forcing an 18-year-old boy to jump into a river in July, resulting in his death.

According to police, the victim, who has been named as Ryota Makino, was forced to jump into the river where he drowned. The suspect, who is a minor, cannot be named. Police say that boys who knew the pair say the 19-year-old used to bully the victim, Fuji TV reported.

Police said the case came to light after other boys witnessed the incident.

In Japan, the authorities will deal with this the right way. In Australia, where we have become pathetically soft on crime, this guy would very likely only get 2 or 3 years effective jail time.

They can name the victim who was 18, but they can't name the suspect who is 19. Good job.

They can only name the victim, sadly, because he died. I do believe that this is a follow up from a previous story here about this 18 yr old who was severely bullied.

A 19 year old bully? Are you kidding. When I was 19 I had so many things to do and to worry about. You know. School. Girls. Job. Having fun. Grow up! 19 is old enough to vote, and die for your country, but you still act like a 13 year old? Hope you get life in jail. I won't mind my taxes going to your incarsaration.

They should arrest all the other kids as well that just stood around and did nothing. I doubt they were "innocent' anyhow. Probably just snitched first so they wouldn't get busted.

He won't grow up until his parents cut the cord....meaning never.

hmm. I guess... it is not an isolated case. What about government to start building community centers? Give special education class in the school to appreciate life?

Bullying is not unique to Japan, but the bullying that goes on here is uniquely Japanese.

19 yrs of age is far beyond a "Minor"!

They should make the punishment fit the crime and subject the perpetrator to repeated waterboarding.

there must be an END to this kind or any kind of bullying. come on japan, you can do better than this!! oh wait, there is also bullying in the workplace, politics, neighborhoods - forgot - the society is rife with bullying.

The potential exists that he could be tried as an adult. Japan still recognizes anyone under the age of 20 as being a minor.

Unless there are witnesses, and even if there are, he'll probably walk unless he opens his mouth. A couple of podgy coppers shouting with rolled Rs and slapping the table is all that's required to make 99% of people start talking, though.

Mr.hkitagawa, society is itself works as an institution, that means that the elders in the society will teach to the younger or the youngsters will fallow the elders, but unfortunately in this society lack of communication and individualism is way of life. in every society the schools children are joking with each others and some times fighting each other but they know the limitations, because they know from their elders where to stop.

some times my Japanese friends joking with me and they are sincere but i know that they are struggling while making jokes, severe punch or poor timing are the examples

in ever society the people get angry and they reacting but they know the limitations but here we read in newspapers they the people are being beating severely on minor issues

other boys watched and did nothing! seriously WTF!

It's high time Japan stopped calling 19 year old men 'minors'!

Name and shame, I say!

RIP to the youth and condolences to his family!

And because he is a "minor" he will get away with murder. They don't punish "minors" here. At least not to the full extent of the law.
