Anyone who purchases high volume stocks has insider information.

Never really got the whole insider information thing when it comes to stocks, stocks are all about having more information than everyone else, basically everyone trading for a living would probably be guilty at some level.

The difference is insider knowledge
Ya can't act on your insider knowledge until the rest of the public knows about that information too. Because otherwise, ya have an unfair advantage against other people in the market. Once everything is public information, then ya can act on it
