Maybe they could say someone else packed their bags? Or, they got the turtles from a foreigner. That always seems to work here.

It WOULD work if they were caught here, of course, but they weren't, fortunately. 21 years is a mighty hefty sentence for it, but I hope they face SOME time for their crime.

It boggles the mind to think that there's even a demand for turtles here in the U.S. that they have to smuggle them in. I'd x-ray all those turtles for hidden drugs.
