The police have not made clear whether Ichiya Nishida, 21, and an 18-year-old male have admitted to the latest charge. 

If he is old enough to vote, 18, he is old enough to have his name printed in a newspaper for committing (allegedly) murder. This line of calling these young adult "underage" is getting more than a bit tiring.

As the SDF is considered special civil service rather than military that would be quite hard to do conscription of any time period. 1 year community service could be an option, however.
