A two-year-old girl riding her bicycle died and her 35-year-old mother was injured after they were hit from behind by a car in Settsu, Osaka Prefecture, on Friday.

Police said the 31-year-old driver of the car, Ryo Kashiwagi, has been arrested on suspicion of dangerous driving resulting in death. Fuji TV reported that the incident occurred at around 1 p.m. Kashiwagi’s vehicle hit the bicycle, pinning it against a power pole. The child, Ito Tsukada, was taken to hospital where she died later Friday, while her mother, who had been walking beside the bicycle, sustained light injuries.

Police said Kashiwagi told them he seemed to black out a few seconds before the accident.

Its possible that Ryo Kashiwagi he is telling the truth that he did black out, if that's the case and he did black out while driving the truth will not set him free. No one wins!

Epilepsy again? It is sad for the sufferers, but epileptics should simply not be allowed to drive cars.

No worries folks this child murderer will only get 4 years in prison max and will be free. Japanese justices at it’s best. RIP little 2 year old.

I hope the cops check his mobile phone record, lets see if he was using his phone at the time, next, if he blanked out it could be a sign of epperlectic fit, if this is the case a specialist doctor will be able to find this out, if hes epperlectic, he needs to be banned from the road untill the doctor see fit.

@shallotsT

"People drive very dangerously and recklessly where I live with my wife and children. I've written down some license plate numbers to keep a record but I hesitate to do anything. It's pretty bad though."

Also, there area some streets in an area of trokyo where there are kindergarten and elementary schools, and I've seen the trucks, cars and scooters speed down the clearly marked no speeding children walking zones with such signs. I have called the traffic cops about it, but I have never seen a noticeable improvement. Except for one time I told them they needed cameras at a 4 lane intersection. It seems it was only after a major smash up occurred there, then cameras were installed on all corners.

Before this man is condemned in the court of public opinion I would like to pass on a description of what happened to a friend who had a probable petit mal seizure at my dinner table years ago. He was sitting at the table when he suddenly pitched forward and put his face in his plate of food. He then fell from his chair onto the floor. He recovered immediately and is still around 40 years later with no reoccurrence. I hate to think what the outcome could have been if he had been driving at the time.

To those of you who say the suspect is making an excuse, the news crew interviewed an eyewitness who said that the car suddenly sped up after being parked across the street - or at least was originally going slowly.

Horrible. And not just for the family of the child, also horrible for the driver and his family. Regardless of the circumstances, this was an accident. He didn't leave home intending to kill anybody. A horrible, horrible situation for all.

I don't think there is anything worse than the death of your child. So sad.

Can't use the "I was drunk at the time" excuse when driving, eh? "Black out.." You were looking at your phone or watching TV in your car, liar. He'll never accept responsibility. Hope the rest of his life is Hell.
