A few facts missing here which would be useful. How old was the 'teenage girl' given Uremura's age? Did he have her chained to the ofuro or toire pipes? Did he go to work while she was there? If he did, did he 'sternly' tell her NOT to leave the apartment? She had no access at any time to a cellphone, a neighbor, or even a cry of "tetsudatte!"? Japanese doors can be locked from the outside with no way to open them from the inside? What is her relationship with her mother like? 21 days, three weeks, with no opportunity to take a hike? Hmmm...and she came to see him voluntarily? Did she happen to have a suitcase with her when she came?

I suppose assuming that this 'girl' had no agenda of her own seems a fair way to judge for some...but she must have had some purpose to take a bus apparently some distance to visit a man's home...

Perhaps Japan’s Justice ministry and that cyberbullying legislation should also be focusing on the great amount of online predation, stalking and grooming of children for sexual exploitation that’s going on unchecked in JAPAN?
