Police in Chikushino, Fukuoka Prefecture, said Sunday they have arrested three men who entered an unattended police koban and fooled around.
Police said the men -- a construction company president, 33, and two employees aged 27 and 33 -- lay down on a desk in the koban and carried out other pranks, while filming themselves with their smartphones, TV Asahi reported.
The incident occurred at around 1:40 a.m. Saturday. The officers on duty at the time were out on patrol, police said, adding that a passerby called 110 to reported that three men were in the koban.
Police found of the men nearby and picked up the other two later in the day. The suspects were quoted as saying they were drunk and never meant any harm.

Dereliction of duty. You cant just leave the koban wide open while your out patrolling.

The koban are left open so that people can use the phone (direct link to HQ) to report a crime or get assistance.

J Police don't like to be embarrassed. They will play the "drunk" card but it might not work this time.

And they will go to great lengths to ensure that those guilty or perceived to be are punished, and sometimes severely, for embarrassing them.

Considering that it was 1:40 AM... and that the company president was only 33, and they were probably quite drunk.... as long as they didn't break anything or cause anyone undue anguish... I'd let them off with a light penalty.

Ha-ha! Another drunken antics! And what? "Filming themselves with their smartphones?" Aha. That is: they enjoyed taking selfies! Yes, I have now caught myself laughing. But stil it's a distinct offense. And they have certainly ended up getting caught.
They say like "The first glass for thirst, the second for nourishment, the third for pleasure, and the fourth for madness." And as bad luck would have it, they had really done the fourth!

It's public only to the extent that everyone has an implied licence to enter for a limited purpose (reporting a crime). If you enter somewhere with the intention of exceeding that implied permission (ie, going into a shop with the intention to steal rather than buy) you are a tresspasser from the moment you step inside.

I doubt they will be charged with anything either... but I'm just saying they are technically tresspassers even in a public place.
If someone hadn't called 110, the police probably would have just shooed these drunk guys out of the Koban and that would have been the end of it.

Not a smart thing to do. Still, I can think of worse places to be caught drunkenly frolicing. Imagine if they'd tried their antics at a yakuza's office.
