I completely understand! The NPA has no idea who committed the murder, so they are focusing their efforts on a case they CAN solve, and that would be the absence of a license to operate a night club! Forget about the guy that died! R.I.P. dude!

The police get graded according to the arrests linked to a murder. They dont have to arrest the actual murderer to keep a high arrest rate.

Except none of these arrests have anything to do with the murder. They involve the club opening and operating a club without a license to run a dance hall AFTER the murder.

I just don't comprehend the local police infatuation with arresting people for allowing dancing.

Its not a very old law as far as laws go, but one that was originally introduced to stop promiscuity amongst the young, Even though Soaps are illegal they are still covered under the same laws as "Discos" and must close at Midnight, The law even the police will admit is odd, but it does give them the power to actually be able to close you down for something or to put pressure on you if your bar or club has other problems that may cause them embarrassment or problems. They are probably wishing they had shut down Flower for illegal dancing before someone got murdered with a baseball bat.

Great investigation!!! Now check whether the club followed proper food and fire safty rules? Aha! and dont forget to check the staff holding valid licenses for their bicycles.

Roppongi is a blight on Japan that needs a good washing. The place is filled with drugs, street walkers and thieves. Been there twice and each time was approached by vermin who wanted to sell me smack.

Operating a "Business" without a License isn't even a misdemeanor, In NY they would give you a warning, and if you came back again, they'd probably give you a Ticket. It's NOT an Arrest-able Offense...

Now if you are operating a "Wire-Transfer" service or a Bank... Now that's another matter, that's when the Fed's would get involved...

You do a surprise audit on all their financial records... (And that doesn't mean you publish it in the newspaper and TV that you're going to do a surpise Audit, hence the word,"Surprise!" ) Actually you Police don't even do it, you get someone from your Government, the accountants responsible for collecting taxes, and you might even accompany them, you don't do it yourself, you get expert "Accountants," and they go through all their financial records for a few years... Let's say 5 years, what-ever the statute is! And I would bet 100,000-yen that your going to find some extra income that they didn't pay tax on... Then you hand that information over to the prosecutors and they go after everyone involved for TAX Evasion..

Or is that too difficult for you to understand..? Maybe you don't want to arrest the Yakuza they are paying off... I'll bet, because you're sure find payments to organized crime members, and I'll be they didn't pay tax either...
