"footage from about 250 security cameras "

This figure is probabaly not only the Shibuya Center-gai cameras, but includes the roadside, konbini, train station, etc... cams that the investigators used to track them down.

Not to mention all the Twitter/Instagram/Facebook videos.

According to other news sources, the driver stated that after he saw that there was no way to exit the scene, he initially invited people to dance on the bed of his truck. He then said he fled when people started kicking and “violently shaking” his truck and he feared for his safety.

Daniel Donaldson - "footage from about 250 security cameras” OMG!

The average person is on security camera upwards of 40 times a day.

This mentioning of foreigners and their nationality every time there is an incident is growing a bit stale.

Get tough on destructive behavior so that everyone else can have a good time.

The police believe a total of 15 people, including French and Belgian nationals,

Always ze French and their rioting. I wonder how they could figure out their nationalities.

most likely by matching the video/phographic evidence with the immigration passport scans by facial recognition.

Even if no jail time, at least give a fine substantial enough to stop people from damaging property next year if this event continues.

Actually, the ones who did it and then started doing the U.S.A. dance deserve a longer sentence/bigger fine lol

How do they know they were French AND Belgian nationals? Were they wearing flags of their countries or were they flashing their passports in front of the electronic police men (security cameras)?

As previously mentioned, most likely facial recognition software that's "secretly" tracking all of us. Their faces were captured the moment they got off the plane, along with all their other personal info.

So, authorities are currently wetting the bed about halloween in Shibuya, however, each year at certain matsuris people die but shoulders are shrugged because it's 'our culture'?

Really? Please tell me which matsuris involve people flipping over cars as the drivers flee.

300,000 people gathered for a good time, 19 people arrested. That's pretty cool, does that 19 people include the 15 involved with the mini truck incident? Who's driver should be charged with stupidity, really trying to drive through 300,000 people having a party? I know it's Japan but I've seen more violence and destruction and litter at the local Summer Festival events. And there weren't 300,000 people there. It's not such a big deal get the lads to buy him a new toy truck.

The police should get out that truck with the large display they had for the world cup that displayed messages such as "calm down". It was meant to control foreign hooligans, but it might work on the local too.

YES those cameras you see everywhere can do facial ID so they always know who you are and where you are. It's an ez database search to find criminals

You've never seen the kashiwada danjiri then.

You are mixing crimes (intentionally damaging property) and accidents. Reckless driving and speed racing are two different things.

How do they know they were French AND Belgian nationals? Were they wearing flags of their countries or were they flashing their passports in front of the electronic police men (security cameras)?

Maybe they were speaking their language? Maybe people who had been with them knew their nationality? Why is everything a conspiracy?

I see. I have been schooled and educated. Thank you, mph-1212 and extanker!
