As previously mentioned, most likely facial recognition software that's "secretly" tracking all of us. Their faces were captured the moment they got off the plane, along with all their other personal info.

The police should get out that truck with the large display they had for the world cup that displayed messages such as "calm down". It was meant to control foreign hooligans, but it might work on the local too.

You are mixing crimes (intentionally damaging property) and accidents. Reckless driving and speed racing are two different things.
