Police in Iwamizawa, Hokkaido, said Monday they have arrested a 48-year-old unemployed woman on suspicion of killing her 70-year-old mother.
According to police, Mayumi Takashima has admitted to strangling her mother Tomoko just after 12 noon on Sunday, Sankei Shimbun, Police said the woman called 110 at 2 p.m. and said she had killed her mother.
Police rushed to the apartment and found Tomoko lying in the livingroom, with a cord bound around her neck. She was confirmed dead at the scene.
Police said Takashima has been speaking incomprehensibly since her arrest and has provided no motive for her actions.

One would have to wonder if, there was ever a concern over the mental ability of the Daughter to attend to her Mother's daily needs, why such a situation was allowed to continue ?
I hope a thorough investigation is a bit more revealing here, and results in possible changes to Law relating to such matters.
