Any time an article says 'suspected of', 'accused', 'alleged' etc it's because they haven't been found officially guilty. A news article can't say someone is 100% guilty before the courts do, even if they obviously are.

yes, what you say is true(ish).... but the article doesn't say anything about 'suspected of instigating a brawl'.... just crappy reportage/sloppy writing, as usual....

If they are Japanese, they will just pay for the damage with added consolation money, and then get suspended sentences.

The fact that the infraction "obstruction of business" is so often used, or that it even exists in the first place, shows where the government's priorities lie. It's not a crime against regular citizens, such as assault, trespass, disturbing the peace, public menacing, etc. Nope. It's a crime against business!
