The are Japanese descendants of Japanese orphans who were left in China upon Japan's defeat. They are Japanese and not Chinese.

If they are Japanese, they will just pay for the damage with added consolation money, and then get suspended sentences.

Any time an article says 'suspected of', 'accused', 'alleged' etc it's because they haven't been found officially guilty. A news article can't say someone is 100% guilty before the courts do, even if they obviously are.

yes, what you say is true(ish).... but the article doesn't say anything about 'suspected of instigating a brawl'.... just crappy reportage/sloppy writing, as usual....
