Police in Tsukuba City, Ibaraki Prefecture have arrested an unemployed 42-year-old man on suspicion of attempted murder after he beat a 63-year-old man with a pipe and then ran over him with his car.
According to police, the assault took place at around 10:45 a.m. Thursday. Fuji TV reported that Kazunori Otsuka, a resident of Tsukuba City, is accused of attacking his victim with a water pipe, and then running over him. Police quoted doctors as saying the victim suffered a broken neck and will be in hospital for two months.
Police said Otsuka and the older man were drinking alcohol before becoming engaged in a heated quarrel which continued outside. Otsuka grabbed a water pipe that was lying close by and began striking his victim.
Furthermore, 30 minutes after this first incident, Otsuka is also believed to have slashed the arm of a man in his 70s with a sickle in an attempted robbery about two kilometers away. Police said Otsuka turned himself in at a police station at around 6 p.m. Thursday.© Japan Today
