Police have powers in Japan to arrest you on suspicion e.g you might pass a drink driving breath test. But they can still arrest you on suspicion of being effected by illegal drugs or a faulty test. And there is nothing you can do about it. They will lock you up hassle your boss and family for up to a month. 99% of people will sign a confession for misdemeanor guilty or not. If you hiking through a known bear area the police will not get involved because it evident why. There are laws and there is illegal in Japan.

As bear spray (much stronger) is not illegal in Japan and can be purchased from any good outdoor shop, I doubt that pepper spray is.

Why are the miss inform commenting like it happens all the time. First it illegal to have this form of weapons in Japan. Like Bobo where is the very bad area in Tokyo or Japan Please tell so I can avoid this very unsafe area.
