A 70-year-old man, who stole underwear from a woman’s apartment in Tokyo last week, was arrested after he was caught on the balcony of her apartment in Adachi Ward, police said Monday.
According to police, Sadao Nishikata was arrested on July 16 at the apartment of the woman who is in her 20s, Fuji TV reported. A male friend of the woman was with her at the time and apprehended Nishikata on the balcony.
Five days earlier, the woman had reported the theft of her underwear. After he was arrested, Nishikata told police he wanted to steal the woman’s underwear while it was hung out to dry on the balcony. He was quoted as saying he got a thrill from wearing women’s underwear.
Police said they are questioning Nishikata about 14 other recent cases of women’s underwear being stolen in the same area.

And still no need. A sex offender registry does not stop first offenses obviously, because no one is on it until they offend. Whether it stops any second offenses is debatable because when you put a scarlet letter on someone for life they have no solid basis for reform.
A sex offender registry seems to be more about having an alternative to stoning for the thrill of the masses rather than keeping society safe.
Anyway it looks to me like a man with no love in his life finally snapped at 70.

You obviously don't know what a sex offender registry is. Police have always been able to check a person's history for anything, even traffic tickets. A sex offender registry is so the public can find people with past sex offenses and shame them. You would think people would be hot for a killer registry, even just to know who committed manslaughter. Nope. People want a list with panty thieves on it. Or the guy whose now wife was underage when they were dating. Or the guy who got caught pleasuring himself in his own vehicle. Or the teen girl and boy who sexted. I hope you don't even think I am joking.

If there is a register police know who check with if something happens.
Also, just the knowledge that it is there should deter repeat offences if you're a sex offender and you know there is a very strong likelihood you'll be picked up straight away if something happens.
