A 34-year-old man who jumped onto the train tracks and ran away after he was accused of groping a woman on a train in Saitama City on Monday morning turned himself in at a police box four hours later.
Police said Masanobu Ogi, a real estate company employee from Saitama City, has admitted to groping the woman in her 20s at around 8 a.m. on the JR Musashino Line between Minami-Urawa and Higashi-Urawa stations, Fuji TV reported.
When the train arrived at Higashi-Urawa Station, the woman asked a station employee for help. However, the suspected groper jumped off the platform and ran along the tracks.
Police said Ogi showed up at the koban (police box) in front of Higashi-Urawa Station at midday and admitted he had groped the woman on the train.

Of course depends what kind of actions he did to that woman,which the article doesn’t clearly state.
If he violated her then yes I agree that the person should serve time in a correctional institute.

A fine and some rehabilitation? He violated a woman. He should be in prison. Doesn't matter if he eventually turned himself in. He tried to avoid it and ran away before that. He didn't own up to it at that moment. What he realized is that they now have his photo and it would eventually lead to him, so he turned himself in rather than further embarrassment. His later actions of turning himself in doesn't excuse the crime he committed or the fact that he ran and tried to evade punishment to begin with.

Don't understand groping. The actual sensation of touching some one's pants, and to risk name, job, reputation! Why not grope yourself? Or just call one of those massage parlors? This is more about male dominance than anything else. And HOW is this behavior learned?

The scumbag groped a woman. First-time offender? I don't know but I doubt it. He knows that admitting guilt will get him more leniency than if he tries to hide. It's fear that has brought him out, not decency.
